Tackling rampant illegal parking on Kitcat Terrace

I’ve been going to Kitcat Terrace more regularly recently because of the recent re-opening of the Tower Hamlets Leaving Care service building. I was shocked to notice a whole line of cars parked on the double yellow lines along the road, causing pile-ups and dangerous speeding as cars tried to avoid each other.
I also noticed that there were lots of cars hanging around the entrance to the Enterprise car hire business which appeared to be going through the end of hire process of checking the vehicles. These were also parked illegally.
I reported these issues to the parking enforcement team who sent me the following response:
“I have reviewed your enquiry and understand most of the illegal parking is associated with
Enterprise car rentals around the south end and other vehicles around the junction with
Denmark Place.
As part of response to this enquiry I have reviewed the enforcement activities to the area and
I can confirm within the last three months officers visited the location 61 times, issued 57 vehicles with Penalty Charge Notices and 106 vehicles that were put under observations for enforcement drove off before any penalty can be issued.
The visits are adequate in view of the length and size of the street. However, to combat the issues raised concerning the business from the area officers covering the area have been tasked to increase visits to this location whereby any vehicle found in contraventions will be moved on or issued with Penalty Charge Notices.
Whilst increase of visits is the only power available to us to deal with this kind of problem, I
must advise the number of visits that we can achieve in any period is also subject to staffing
resource availability and need to respond to similar issues going on in other areas. However,
our officers will maintain increase visits where possible.

I am very shocked that the Enterprise car rentals appears to be acting in this irresponsible way and that the excellent enforcement action taken by our officers doesn’t seem to be deterring the illegal behaviour.
I will be taking this up with the Highways team to find out whether there are ways we can design the street differently to deter this anti-social behaviour.
